A Unified Information System for Utility Services to Be Established

The "Roadmap for the Establishment of a Unified Information System for Utility Services and Integration of Relevant Systems for 2025" has been approved by Samir Sharifov, Deputy Prime Minister and Chairman of the Commission on Business Environment and International Ratings.
The roadmap aims to enhance the efficiency of utility service management, improve accessibility, and strengthen Azerbaijan’s position in international rankings. As part of its implementation, integration of utility providers, adoption of a unified subscriber code mechanism, optimization of databases, and integration of e-services into the "MyGov" digital government platform are planned.
According to the roadmap, the Ministry of Digital Development and Transport will facilitate the digitalization of 50% of citizen-oriented utility services and enable notifications through "MyGov." Additionally, "Azerishiq" JSC is tasked with developing a conceptual document and technical assignment for the Unified Utility Information System. The project will also map current and proposed workflows in utility services, engaging all relevant institutions, with completion targeted by July 1, 2025.
This system will allow citizens to access all utility-related information on a single platform and simplify payments. The initiative, carried out in collaboration with government agencies, is expected to complete its major phases by the end of 2025.
The full 2025 Roadmap for the Unified Information System for Utility Services is available on the Commission’s official website.
It is worth noting that the Innovation and Digital Development Agency under the Ministry of Digital Development and Transport is leading the sub-group responsible for the creation of this system within the "Technology and Innovation" working group of the Commission.
