Azerbaijan Launches Digitalization Program for Small and Medium Businesses.

The digitalization of SMEs will elevate their operations to a new level and enhance competitiveness.
The Small and Medium Business Digitalization Program, developed through the collaboration of the Innovation and Digital Development Agency (IDDA) and the Small and Medium Business Development Agency (KOBIA), was officially launched at a ceremony attended by representatives from various government institutions and SME entrepreneurs.
Keynote Speeches on Digitalization's Importance
Deputy Minister of Digital Development and Transport, Samir Mammadov, delivered the opening remarks, presenting an overview of the country’s digitalization policy in the areas of government, society, and business. Highlighting the essence and significance of the SME Digitalization Program, Mammadov stated:
"The primary goal of this program is to support small and medium businesses by promoting digitalization, enhancing their efficiency, competitiveness, and market reach. Educational seminars and training sessions will be organized to increase awareness of digital tools, strategies, and best practices. Additionally, initiatives such as 'CTO-as-a-Service' vouchers will support capacity building. This program aligns with the goals outlined in the '2022-2026 Socio-Economic Development Strategy of the Republic of Azerbaijan' to encourage SME development through innovative and efficient incentives."
Digitalization as a Growth Catalyst
KOBIA Chairman, Orkhan Mammadov, emphasized the transformative potential of digitalization:
"Digital solutions can enable SMEs to seamlessly integrate into global value chains, enhance innovative activities, and boost productivity. The program's emphasis on equipping SMEs with the right tools and knowledge will play a pivotal role in improving their operational efficiency, expanding market access, and fostering connections with employees and customers."
Program Details and Stages
Program Manager Elturan Ahmadbayli provided an in-depth presentation on the four implementation phases of the initiative, currently in its third stage. Ahmadbayli elaborated on activities, including market research, global benchmarking, analysis of local SMEs, engagement with solution providers, and project execution. He also introduced key initiatives such as "digiMATE" and "DIGI30."
Insights from the Fourth Industrial Revolution Center
Fariz Jafarov, Executive Director of the Analysis and Coordination Center for the Fourth Industrial Revolution, discussed initiatives supporting the development of the digital economy. Highlighting the SME Digitalization Program's importance, Jafarov remarked:
"This program plays a significant role in evaluating SMEs' readiness for digital transformation, identifying their needs for future digital tools, and providing systematic and holistic support. It lays a strong foundation for their sustainable growth in a competitive market."
Program Goals and Deliverables
The SME Digitalization Program aims to empower small and medium enterprises to leverage advanced technologies and digital tools to enhance competitiveness and expand market opportunities. Activities under the program include:
- Organizing educational seminars and training sessions.
- Supporting skill development through initiatives like "CTO-as-a-Service."
- Assessing the digital maturity of SMEs and preparing tailored roadmaps to meet their specific needs.
- Offering grants and financial mechanisms to support digital transformation initiatives.
Additionally, the "digiMATE" platform, launched in August 2024, provides a centralized resource for accelerating the digital development of SMEs. By integrating digital tools and strategies, the program aims to establish SMEs as key players in the evolving global digital economy.
