New regulations have been approved to assess the level of digitalization of the country's information infrastructure

The Prime Minister of the Republic of Azerbaijan has approved the “Rules for Conducting Diagnostics of the Level of Digitalization of the Country’s Information Infrastructure.”

 

The rules were developed within the framework of implementing the Digital Development Concept of the Republic of Azerbaijan, in accordance with paragraph 3.5 of Presidential Decree No. 287 dated January 16, 2025.

 

Under the new rules, annual diagnostics will be conducted to assess the level of digitalization across government institutions, while a voluntary diagnostic system will be introduced for business entities. Based on the results, each participant’s digital maturity level will be determined, and an individual development plan will be prepared.

 

According to the assessment outcomes, government institutions will be classified as “Initial,” “Managed,” “Defined,” and “Optimized” levels, while business entities will be categorized as “Digital Enthusiast,” “Digital Initiator,” “Digital Implementer,” and “Digital Leader.”

 

The diagnostic results for government institutions will be submitted to the President of the Republic of Azerbaijan. The Ministry of Digital Development and Transport will provide both methodological and practical support to accelerate digitalization across the public and private sectors.

 

The adoption of these rules marks a significant step toward a data-driven digital transformation, enabling effective resource allocation and measurable progress in shaping the country’s digital future.
