A New Regulation on the Evaluation of Electronic Services and Government Information Systems Has Been Approved — How Will the Process Be Conducted?

On 9 December 2025, by a decision of the Cabinet of Ministers, the “Rules for the Organization and Provision of Electronic Services, as well as for the Evaluation of the Organization and Operation of State Information Resources and Systems” were approved. The new Regulation provides for the assessment of the quality, security, and efficiency of state information systems and resources, as well as electronic services delivered by public institutions, based on unified criteria.

The evaluation process will be conducted once a year and will include stages such as application, processing, and submission of results. Assessments will be carried out based on key criteria including accessibility, data management, integration, and security. The results will be calculated using a five-star rating system, and an analytical report outlining the current status and areas for improvement will be provided to the evaluated institution. The evaluation will be conducted by the Ministry of Digital Development and Transport.

In accordance with the Regulation, tests will be conducted to assess the functionality and usability of electronic services. User feedback will be collected, on-site inspections will be carried out, and the accuracy and accessibility of data will be verified. Government institutions are required to submit the necessary information for evaluation and take appropriate measures to address any identified shortcomings.

A consolidated annual evaluation report will be submitted to the President of the Republic of Azerbaijan by 1 March of the following year, and the results will be published on an official online platform.

The implementation of the new Regulation will contribute to improving the quality of digital services, ensuring the reliability and sustainability of state information systems, and further enhancing digital government standards.
