A unified evaluation mechanism will be applied to the digital projects of government agencies.

On June 23, 2025, the Cabinet of Ministers of the Republic of Azerbaijan approved the “Procedure for Providing Opinions on the Technical and Economic Feasibility of State Information Resources and Systems, as well as Projects Related to Electronic Services.”
According to the new procedure, before implementing their digital projects, government agencies are required to conduct technical and economic assessments of these projects through a unified electronic platform.
Each project will be evaluated by the Ministry of Digital Development and Transport of the Republic of Azerbaijan in terms of its technical compliance (including architecture, integration, scalability, etc.) and budget efficiency (cost optimization, expected benefits, etc.). Project submissions will be made through the electronic cabinet available in the “Unified Registry of State Information Systems and Electronic Services,” and an official opinion will be obtained from the Ministry.
The implementation of this mechanism will help establish unified technical standards across the public sector, ensuring more effective planning and execution of projects. It will also prevent overlapping and redundant projects, contributing to a more cost- and time-efficient approach.
The new procedure is expected to enhance the quality of electronic services, increase citizen satisfaction, and accelerate the overall digital transformation process in the country.
