Applications for obtaining special permits and state registration for civil unmanned aerial vehicles can now be submitted digitally via the “mygov” platform

To expand the scope of digital services offered to citizens, two new services have been launched on the “mygov” platform. Users can now submit applications for obtaining special permits for the circulation of civil unmanned aerial vehicles (UAVs) and for registering UAVs with the state in a fully digital format through the “mygov” platform. The integration of these services was carried out through the joint cooperation of the Innovation and Digital Development Agency and the State Civil Aviation Agency.
The service for submitting an application for a special permit ensures that applicants obtain the required initial authorization before applying for the state registration of UAVs.
To use this service, users can navigate to the "Services" section on the main page of the “mygov” mobile application, select the “Transport” category, and choose the service titled “Submission of applications for obtaining special permits for the circulation of unmanned aerial vehicles (UAVs).” Afterwards, users fill in the required information, upload the necessary documents, and submit their application.
To access the service via the website, users can visit my.gov.az, open the “Services” section, select the State Civil Aviation Agency under “Institutions,” and proceed to the relevant service.
The State Civil Aviation Agency verifies the compliance of submitted applications and documents with legal requirements. If deficiencies are identified, the applicant is informed. Once the application is compliant or deficiencies are corrected, it is forwarded to relevant state entities for review. If all reviews are positive, a final decision is made to permit the circulation of the UAV within the country.
To obtain a special permit, the UAV must meet key technical requirements, including having a remote identification system and a geo-fencing function.
The service for submitting applications for UAV registration is the next step and can only be completed after obtaining the special permit. This process is carried out in accordance with the “Rules for the operation, registration, and categorization of civil unmanned aerial vehicles,” approved by Decision No. 132 of the Cabinet of Ministers of the Republic of Azerbaijan dated April 23, 2025.
Each UAV owner must apply for state registration prior to importing the UAV into Azerbaijan and after obtaining the special permit—or within 10 working days after manufacturing the UAV domestically. The registration certificate is valid for 5 years, and each UAV may have only one valid registration certificate at a time.
To submit a registration application, users select the “Services” section in the application, navigate to the “Transport” category, choose “Submission of applications for the state registration of UAVs,” fill in the required information, upload documents, and send the application.
Users can alternatively access the same service by visiting my.gov.az, navigating to “Services,” selecting the State Civil Aviation Agency under “Institutions,” and opening the relevant service.
These new services transition the processes related to UAV circulation and registration into a digital environment, ensuring that applications are handled more efficiently, conveniently, and accessibly.
