"Artificial Intelligence Strategy" Approved – What to Expect?
The President of the Republic of Azerbaijan has approved the Artificial Intelligence Strategy for 2025–2028.
This strategy aims to accelerate the development of artificial intelligence (AI) in the country, support digital transformation, and strengthen Azerbaijan’s role in the global AI ecosystem.
Key Objectives of the Strategy:

Innovation and Digital Growth: Promoting AI-driven innovation and increasing economic competitiveness.

Data Management: Establishing AI-based data governance models and enhancing data quality.

Skilled Workforce: Developing AI expertise through educational programs and research support.

Public-Private Collaboration: Strengthening cooperation between the government and private sector.

Security and Ethics: Implementing regulatory frameworks to ensure transparency, mitigate bias, and enhance cybersecurity.
Infrastructure and Investment Priorities:
The strategy includes setting up high-performance computing resources, creating open data platforms, and expanding AI applications in various fields, particularly in Natural Language Processing (NLP). Additionally, a National Data Strategy will be developed to facilitate the efficient processing of large datasets.
To foster innovation, Azerbaijan plans to increase investments in AI startups, support commercialization efforts, and attract both local and international investors. AI-focused businesses will benefit from financial incentives, including preferential loans.
Ethical AI and Public Awareness:
Ensuring the responsible and ethical use of AI is a key priority. Measures will be taken to regulate AI algorithms, prevent biases, and enhance cybersecurity. Public awareness campaigns will also be conducted to educate citizens on the benefits of AI technologies.
By implementing this strategy, Azerbaijan aims to become a regional leader in AI and accelerate its digital transformation, positioning itself as an active player in the global AI landscape.
