Citizens can now send and receive official letters digitally to and from any government institution via mygov

A significant new step has been taken in the development of digital government in the country. Citizens can now send official letters directly to government institutions via the mygov platform. Government institutions, in turn, can also send official letters and notifications to citizens.

 

This new feature allows citizens to properly prepare official letters and submit them electronically to the relevant government body. Through mygov, citizens can initiate inquiries, provide information, or request clarification on any issue by sending an official letter to a government institution. It is important to note that, under the Law of the Republic of Azerbaijan “On Citizens’ Appeals,” government institutions must respond to citizen applications within 15 business days (or 30 days if an investigation is required).

 

The process is as follows:

 

- The user enters the “Official Letters to Government Institutions” feature via the special envelope icon on the mygov homepage or through the “More” section.

- A new request is created, and the user selects the state institution, subject line, and content of the letter.

- If necessary, supporting documents can be attached using the “Upload File” button.

- After confirming the information, the letter is signed via SİMA or ASAN digital signature and automatically sent to the selected government institution.

 

All sent letters are stored in the “Sent” section. Citizens can track the status of their letters in real time — including receipt, review, and response stages. Incoming letters from government institutions appear in the “Inbox” section.

 

This modern functionality, created on the “Citizen–Government” and “Government–Citizen” communication model within mygov, is implemented through the Digital Document Circulation subsystem developed by the Innovation and Digital Development Agency.

 

It should be noted that 59 government institutions have already been integrated into the system, and full integration of all institutions is expected in the coming days. Within the first month alone, approximately 11,000 letters were exchanged through the platform. The Ministry of Labour and Social Protection of the Population ranks first among institutions sending the most letters. Citizens have most frequently addressed their letters to the Ministry of Labour and Social Protection, the Ministry of Justice, and ASAN Service.
