IDDA Holds Briefing on New Legislative Changes in Technology and Innovation

The Innovation and Digital Development Agency (IDDA) held a media briefing dedicated to the new amendments and additions to legislation in the fields of technology and innovation, approved by the decrees of the President of the Republic of Azerbaijan dated October 22, 2026.
The main purpose of the briefing, held on October 29, was to inform media representatives about the legislative changes, their implementation mechanisms, incentives introduced for businesses, and new opportunities created to support the development of the country's technology entrepreneurship ecosystem.
Speaking at the event, Farid Osmanov, Chairman of the Board of the Innovation and Digital Development Agency, emphasized that the new incentives would help create a favorable legal and economic environment for the development of technology entrepreneurship in Azerbaijan and expand support mechanisms for technopark residents.
During the briefing, it was noted that, starting January 1, 2027, the duration of income, corporate profit, dividend, property, and land tax incentives will be extended to 20 years for new technopark residents who meet the established eligibility criteria. The changes also provide for a 0% personal income tax rate on employees’ salaries for 20 years, an extension of the existing social insurance contribution options, and 10-year tax incentives for venture capital and crowdfunding investments.
The amendments also establish a legal framework enabling freelancers and digital nomads to operate as technopark residents. In addition to software development and systems integration, eligible areas of activity for technopark residency include artificial intelligence, cybersecurity, robotics, cloud technologies, gaming technologies, and other high-tech fields. It was also highlighted that the new legal regulations introduce the definition of a “digital nomad” and provide for the issuance of business visas, as well as opportunities to obtain temporary and permanent residence permits under specified conditions.
The briefing also covered new measures aimed at expanding the participation of innovative products in public procurement, implementing pilot projects, and protecting the rights of entrepreneurs.
At the end of the event, Farid Osmanov and Kaul Mammadov, Head of the Agency’s Legal Department, answered questions from media representatives regarding the expected impact of the new legal regulations on Azerbaijan’s ICT sector and innovation ecosystem, the procedures for applying the incentives, and the process of adapting to the new requirements.
