“mygov” Reaches 4 Million Users at Two Years Old

Two years have passed since the renewed “mygov” platform was launched. During this period, the number of platform users has grown significantly, reaching 4 million. Currently, 430 government services and 102 information units are available to citizens through the platform in a unified digital environment. Fifty-seven percent of registered users actively use the platform on a monthly basis, while user satisfaction stands at 97.7%.

 

Over the past two years, the expansion of the platform’s functional capabilities, the launch of new digital services, and the centralization of government services and information on a single platform have transformed “mygov” into a key digital government platform used on a daily basis, further strengthening its role in the digital government ecosystem.

 

The primary objective of “mygov” is to bring government services together on a single digital platform, providing citizens with simple, convenient, and timely access to services while reducing the need to apply separately to different institutions and service channels. This approach enables government services to be delivered digitally and proactively, significantly reducing physical applications, document circulation, and paper use. At the same time, the “mygov” platform applies a life-event-based digitalization approach, ensuring that government services needed by citizens at different stages of life are provided within a unified digital environment in a simpler and more coordinated manner.

 

One of the key areas of the platform’s development is ensuring the transition from the fragmented provision of government services across separate platforms to a unified digital environment. The foundation for this approach was laid at a meeting chaired by President of the Republic of Azerbaijan Ilham Aliyev on February 11, 2026, dedicated to a unified action plan for “Azerbaijan’s New Digital Architecture.” As a continuation of the work in this direction, the “Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan” was approved, establishing the provision of digital government services through the “mygov” platform based on the “single window” principle. Within this framework, services and functionalities previously offered through separate mobile applications such as “e-Social,” “e-Su,” and “e-Təbib” have already been integrated into the “mygov” platform.

 

Currently, the “mygov” platform provides citizens with access to information and documents related to identity cards, family composition and marital status, social protection and employment, education, military service, transport, and healthcare from a single platform. Citizens can share these digital documents and information via QR code and download documents electronically. In addition, under amendments to legislation, 27 types of digital documents have been granted the same legal force as physical documents. Over the past two years, more than 90 government services have been redesigned and digitized on “mygov.” The platform offers digital services such as signing employment contracts, obtaining employment and criminal record certificates, initial military registration, renewing driving licenses and other transport-related services, issuing powers of attorney, electronic registration with educational institutions, obtaining permits to visit liberated territories, and making utility and other payments.

 

The “mygov” platform also provides citizens with a range of additional functionalities. For example, users can securely access the platforms of government and private institutions via QR code through “mygov.” In addition, the “Permission Management” feature allows citizens to control the sharing of their personal data, making the platform more user-friendly, secure, and convenient. At the same time, the introduction of direct digital correspondence with government institutions, including sending and receiving letters, has made citizen-government communication more effective, flexible, and accessible, significantly improving the digital service experience.

 

Overall, the number of uses of digital information and documents through “mygov” has reached 8.1 million. The most frequently accessed information includes identity card details (4.11 million), employment information (780,000), driving license information (283,000), family composition (277,000), marriage certificate information (228,000), as well as education and residential address information.

 

According to figures recorded in August of this year, 2.21 million requests for digital services were made through “mygov.” The most frequently used services included signing employment contracts with 766,000 requests, obtaining employment certificates with 337,000 requests, obtaining criminal record certificates with 313,000 requests, mobile device registration with 126,000 requests, and electronic admission to preschool education institutions with 120,000 requests. In addition, services related to social protection and provision, initial military registration, obtaining certificates on family members, and obtaining permits to visit liberated territories are also actively used on the platform.

 

The development of the platform is currently continuing in line with the priorities defined in the Action Plan. In the next phase, work will continue to integrate government services into “mygov” within a unified digital environment, expand the range of digital government services available on the platform, and significantly improve the user experience. Particular priority will be given to the broader integration of artificial intelligence capabilities into the platform, as well as the provision of personalized and proactive services.
