The Asian Development Bank has organized an event for the procurement specialists of RINN and AZCON subordinate institutions.
On October 28, 2025, the Asian Development Bank (ADB) Country Office in Azerbaijan organized an event at the Innovation and Digital Development Agency (IDDA) on “Professionalization of Public Procurement and Procurement Staff” for procurement specialists working in the subordinate institutions of the Ministry of Digital Development and Transport (MDDT) and the Azerbaijan Transport and Communications Holding (AZCON).
The event featured speeches by Rashad Khaligov, Deputy Chairman of IDDA; Gunel Safaraliyeva, Advisor to the ADB and Head of the Procurement and Administrative Management Department at IDDA; Peter Trepte, International Public Procurement Consultant at ADB; Elshan Hasanov, representative of the State Service for Antimonopoly and Consumer Market Control; and Yagut I. Ertenliche, member of the ADB Azerbaijan Office.
During the discussions, participants explored topics such as international best practices in public procurement, professionalization and accreditation of procurement specialists, as well as innovative approaches and digital integrations in procurement procedures.
It should be noted that this event was held within the framework of the ADB Consultation Mission. The mission’s main objectives are to review the current state of public procurement, organize meetings with key public procurement groups to discuss practices and future prospects, assess existing accreditation procedures and challenges, and develop a preliminary roadmap for establishing and implementing a comprehensive Public Procurement Professionalization System in Azerbaijan.
