On November 14, the next meeting of the Subgroup “On the Creation of a Unified Information System for Municipal Services” established within the “Technology and Innovations” working group was held. The meeting was attended by the leadership of the Commission Secretariat, the head of the Subgroup, members, as well as senior officials of the Ministry of Digital Development and Transport and the Ministry of Energy.

The meeting discussed the current situation and work done in connection with the creation of the “Unified Municipal Services” subsystem, as determined by paragraph 3.2 of the “Regulation on the Electronic Government Information System” approved by Decree No. 472 of the President of the Republic of Azerbaijan dated August 12, 2025, and also discussed the planning of the Subgroup’s Action Plan for 2026.

Deputy Minister of Digital Development and Transport Samir Mammadov made an opening speech and brought information about the current situation and work done to the attention of the meeting participants. Samir Mammadov reported that the preparation of a minimum viable product (MVP) was completed by the Ministry of Digital Development and Transport, together with the Azerbaijan State Water Resources Agency, “Azerigas” PU and “Azerishig” OJSC, within the MVP, the initial data model and the integration of the EMIS were established, and the web interface, single payment, name change, debt management and notification functions were designed at the module level.

Deputy Minister of Energy Samir Valiyev spoke about the importance of the “Unified Utility Services” subsystem, which is planned to be created within the framework of the reforms implemented in the relevant field and is an important innovation. He stated that it would be useful to hold discussions with the participation of representatives of the Energy Regulatory Agency under the Ministry of Energy, represented in the relevant subgroup, in order to determine the responsibilities of the Ministry of Energy as the institution that will perform the function of the operator of the “Unified Utility Services” subsystem in accordance with the EMIS Regulations approved by Decree No. 472 of the President of the Republic of Azerbaijan dated August 12, 2025. He stated that the Agency will submit relevant proposals in order to prepare a Roadmap for 2026 for the formation of the subsystem at the upcoming meetings.

Vusal Shikhaliyev, Head of the Economic Reforms Monitoring, Coordination and Evaluation Sector of the Economic Policy and Industrial Affairs Department of the Presidential Administration of the Republic of Azerbaijan, made a speech and informed the meeting participants that the work done to create the “Unified Public Utilities” subsystem was successfully carried out and that important steps had been taken to achieve the main result in the implementation of the tasks set. He noted the need to start preparing the Subgroup’s Action Plan for 2026.
