The “Digital Horizons” National Digital Literacy Training Program has been launched

The Innovation and Digital Development Agency, under the Ministry of Digital Development and Transport, has launched the “Digital Horizons” National Digital Literacy Training Program for civil servants and employees of government institutions. The program is an initiative aimed at developing digital skills across the public sector based on unified international standards.
The program aims to support the development of digital skills in the public sector, accelerate digital transformation in public administration, and strengthen human capital in the application of modern technologies.
The initiative envisages enhancing the digital literacy of civil servants and government institution employees, as well as developing their knowledge and skills in artificial intelligence and cybersecurity.
The training is delivered online through a digital platform and is completely free of charge. It is available to all employees of government institutions, including managers and specialists. In addition to Baku, the program also covers employees of government institutions operating in the regions.
The program’s educational content has been developed based on the European Digital Competence Framework, EU DigComp 3.0. This framework is a unified international standard that defines the areas in which digital skills should be developed. Artificial intelligence and cybersecurity, which are expected to receive broader coverage in the next version of the standard, have already been incorporated into the “Digital Horizons” program’s training content. The curriculum has been developed in line with international standards and localized into Azerbaijani, while the digital learning platform and assessment system have been fully prepared for use.
The program follows an adaptive learning model that takes each participant’s individual knowledge level into account. Every participant will undergo an initial assessment and be assigned to the appropriate learning level based on the results. The curriculum covers two levels: Foundational and Intermediate. The Foundational level focuses on the safe and effective use of digital tools, data literacy, digital communication, and the fundamental principles of cybersecurity. The Intermediate level focuses on developing knowledge and skills in data analytics, cloud technologies, the responsible and ethical use of artificial intelligence, advanced cybersecurity approaches, and digital public services.
Each participant will have one month to complete the program. Based on their assessment results, participants achieving 90% or higher will receive a gold-stamped certificate; those achieving 80% or higher will receive a silver-stamped certificate; and those achieving 70% or higher will receive a bronze-stamped certificate. Participants scoring between 60% and 69% will receive a certificate of participation. Those scoring below 60% will be able to retake the training and participate in the assessment again.
Modern digital management and monitoring mechanisms will be applied throughout the program to ensure transparency, efficiency, and results-oriented management of the training process.
It should be noted that the “Digital Horizons” program is being implemented in accordance with Subparagraph 8.1.12 of the Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan, which provides for enhancing the digital development competencies, knowledge, and skills of officials in government bodies and institutions. It is also being implemented as part of the measures to develop digital skills envisaged in Section 2.4 of the Digital Development Concept of the Republic of Azerbaijan (2025–2027).
