The digital presentation of educational documents via “mygov” now carries full legal validity

Another major milestone has been achieved in the digitalisation of the education sector in Azerbaijan.

The new Regulations approved by the Cabinet of Ministers provide for the issuance of state-recognised education documents in digital format. This decision significantly enhances citizens’ access to educational documents and contributes to greater efficiency in education management.

Under the new Regulations, diplomas, certificates, attestations and their supplements across higher, secondary specialized, vocational, and general education levels will be generated in digital form and granted full legal validity. As a result, the issuance of state educational documents will transition entirely to a digital environment.

Citizens will be able to present their educational documents via the “mygov” platform, and these documents will have full legal effect. To access them, users can navigate to the “Services” section of the platform and select the “Education” category. In addition, education data can be shared through the “mygov” mobile app via QR code, and documents can be downloaded in PDF format. The “Shared Data” section of the app enables users to track when, with whom, and through which platform their information has been shared.

It should be noted that, thanks to the cooperation between the Innovation and Digital Development Agency and the Ministry of Science and Education, a broad range of educational data has already been digitized and integrated into “mygov”. Currently, the platform provides access to diplomas and foreign diploma information, student ID cards, student and graduate status, data within the State Programme for Study Abroad, intergovernmental scholarship programme records, vocational and general education documents, current higher and secondary specialized education data, current general education information, as well as examination admission slips. Work is ongoing to further expand the scope of available documents and make additional education-related data accessible on the platform.
