The legal validity of 23 more types of digital documents has been ensured.

A law introducing amendments to 17 legislative acts of the Republic of Azerbaijan has been approved and has come into force as of today. With the enactment of this law, information on 23 types of documents submitted through the Electronic Government Information System (EGIS) will now be considered legally equivalent to their physical copies.
As a result of these amendments, digital records of key documents and licenses frequently used in migration, labor, employment, insurance, education, traffic, property matters, and entrepreneurship will now have full legal validity. These documents originate from life-event-based services and can be shared by citizens with relevant parties via the "myGov" application, accelerating the transition to digital governance. Additionally, the system includes mechanisms for verifying the authenticity of submitted information. When a citizen provides a digital document, the receiving entity (service providers and organizations) can verify its authenticity using the "myGov Checker" platform.
These legislative changes mark a significant step in Azerbaijan’s digitalization process, enhancing citizens’ access to public services and replacing paper-based processes with digital formats.
The list of documents now legally recognized in digital format includes:
- Decision on the extension of temporary stay in Azerbaijan
- Temporary residence permit in Azerbaijan
- Work permit
- Permanent residence permit in Azerbaijan
- Refugee certificate
- Employment-related documents, including job position, earnings history, archived records, certified copies of personal documents, and professional references
- Decisions on registration, temporary removal, or deregistration as unemployed or job-seeking, individual employment programs, and employment record forms
- Annuity and mandatory insurance contracts related to occupational injuries and professional diseases
- State-recognized educational certificates
- Official statements for individuals who have not completed any level of education
- Driver’s license
- Vehicle registration certificate
- Electronic voucher confirming vehicle technical inspection
- Decisions on granting or denying targeted state social assistance
- Decisions on granting or denying social benefits
- Decisions on granting, recalculating, denying, restoring, suspending, or converting labor pensions
- Decisions on disability status recognition or denial
- Medical records reflecting the health status of a citizen
- Medical referrals for inpatient treatment under the mandatory health insurance package
- Voluntary and mandatory insurance certificates
- State registration certificates, extracts from the state register, charters, and amendments for legal entities and foreign company branches/representations
- Extracts from the state register of real estate
- Licenses and permits
This initiative represents a major step forward in Azerbaijan’s digital transformation, streamlining public services and reducing reliance on physical documentation.
