The next session of the “Digital Leadership” program was held in Nakhchivan

On October 16, 2025, the next session of the “Digital Leadership” program was held in Nakhchivan at the Azerbaijan Innovation Center under Nakhchivan State University, initiated by the Innovation and Digital Development Agency (IDDA). The event brought together around 70 IT executives from 45 institutions, including representatives from the Office of the Authorized Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic, the Nakhchivan City Executive Authority, and the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic (NAR MDDT).

 

The session focused on reviewing the implementation status of Digital Roadmaps within government institutions and discussing ongoing digital transformation efforts in Nakhchivan.

 

In his opening remarks, Shahin Aliyev, Deputy Chairman of IDDA, highlighted the priorities of the newly adopted Digital Development Concept, emphasizing that successful digitalization in the country is achieved through trust and cooperation among public institutions. He noted that, as a result of interagency collaboration, the transition to digital government has accelerated in recent years:

“The number of paperless operations under the Digital Document Management and National Data Exchange systems has significantly increased, and thanks to the digital solutions of mygov, citizens now experience greater convenience in accessing public services.”

 

Following the opening, Goshgar Kamilli, a representative of the Presidential Office in NAR, presented the “smartnet.az” portal — a platform enabling data collection, analysis, and decision-making in public administration. Etibar Ajdarov, Head of Department at NAR MDDT, provided an overview of the current digitalization status in the region.

 

Aziz Humbatov, Chief of Staff at NAR MDDT, elaborated on infrastructure development, interagency electronic data exchange, software licensing, and other ongoing digitalization initiatives across Nakhchivan. Qismet Qurbanov, Department Head at the Ministry of Justice, shared insights on innovations and development activities within the ministry.

 

Additionally, Ilham Salmanov and Huseyn Mammadov, Heads of Departments at IDDA, delivered presentations on digital governance regulation; Hesanaga Aliyev, Head of Department, introduced the Open Data Portal; and Emil Rustamov, Department Director, presented the latest updates on the “mygov” platform.

 

The Nakhchivan session of the Digital Leadership program was organized in partnership with BESTCOMP GROUP. The program aims to accelerate the transition to digital government, enhance international competitiveness in the field of digital innovation and governance, coordinate state activities related to the development and promotion of digital government, and ensure effective integration and management of public information systems and resources.
