The selection process has begun for the cybersecurity teams that will represent Azerbaijan in Shanghai

The selection and training process for the cybersecurity teams that will represent Azerbaijan at the “WorldSkills Shanghai 2026” international competition, taking place from 22–27 September 2026 in Shanghai, China, has officially begun. This prestigious global platform, which will host over 1,000 participants and experts from 89 countries, aims to identify and prepare specialists who will showcase Azerbaijan’s expertise. The preparation process is carried out through a strategic collaboration between the Innovation and Digital Development Agency (IDDA), the State Agency for Vocational Education, and WorldSkills Azerbaijan.
The selection rounds and training program are organized at the Azerbaijan Cybersecurity Center, operating under IDDA. These stages aim to develop national cybersecurity talent in line with international standards, enhance the practical skills of young professionals, and strengthen their competitiveness at a global level.
The first stage of the selection process, CTF-1 (Capture The Flag), was held on 20 December 2025 at the Azerbaijan Cybersecurity Center, with 80 candidates participating. The main objective of CTF-1 was to evaluate candidates’ cybersecurity skills based on real-world scenarios, as well as their analytical thinking, technical agility, and problem-solving abilities. Participants completed tasks presented on the competition platform in accordance with detailed instructions. Based on the results, the top 20 performers advanced to the next selection stage, CTF-2.
The CTF-2 stage will take place in January 2026 among the 20 selected candidates. Based on its results, 10 candidates will be invited to participate in an intensive, targeted training program organized by the Azerbaijan Cybersecurity Center from February to August 2026. The program, aligned with international competition standards, will focus on deepening technical knowledge, enhancing practical competencies, and preparing specialists capable of addressing global cybersecurity challenges. Upon successful completion, 2 participants will represent Azerbaijan in the cybersecurity category at WorldSkills Shanghai 2026.
This selection and training process contributes significantly to the development of a sustainable professional cybersecurity workforce in Azerbaijan, aligning national talent with global standards and strengthening the country’s position on international professional platforms. The effective collaboration between state institutions and the institutional approach ensures the systematic implementation of Azerbaijan’s strategic priorities for a digital future.
