An Action Plan covering the list of institutions.

In order to ensure the systematic management of digital transformation in the Republic of Azerbaijan, the “Digital Development Concept of the Republic of Azerbaijan”, approved by the Decree of the President of the Republic of Azerbaijan dated 16 January 2025, is being implemented. Within the framework of the Concept, it is envisaged to conduct a nationwide diagnosis of the level of digitalization of information infrastructure in order to measure the effectiveness of digital solutions in the public sector, identify development needs, and plan improvement measures.

 

At the same time, assessment activities related to the organization and provision of electronic services, as well as the organization and operation of state information resources and systems within state bodies (institutions), are carried out in accordance with the powers defined by the Regulations of the Ministry of Digital Development and Transport and the requirements of other relevant normative legal acts.

 

For the purpose of establishing the legal and methodological framework for assessment and diagnostic activities in the above-mentioned areas, the following relevant normative legal acts have been approved:

 

- Rules for Conducting a Nationwide Diagnosis of the Level of Digitalization of Information Infrastructure;

- Rules for Conducting Assessments of the Organization and Provision of Electronic Services in State Bodies (Institutions), as well as the Organization and Operation of State Information Resources and Systems.

 

For this purpose, an Action Plan covering the list of institutions scheduled for diagnostic and assessment activities in 2026 has been prepared and is hereby presented to the public.
